Many thanks to Rob Beer for his research and insight
into the identification of this HPD cruiser.
His hypothesis is written below the photo.

Replying to the question regarding the picture on your website: The year of the cruiser with the K9 shepherd is at least from 1988. Not from the 1970s. The Crown Victoria has the 1988 "face lift" as a new style model with a new front setup including hood and a new trunk setup with new style taillights that appeared from 1988 through 1991.The cruiser is also outfitted with a strobe lightbar which Holden probably wasn't outfitted with until the early to mid 80s, replacing traditional halogen rotating lightbars. A Bronco II also appears in the background, which didn't get introduced until 1983 by the Ford Motor Company.
